ANALISIS FAKTOR KENDALA KODING: STUDI KUALITATIF PADA MAHASISWA PRODI SARJANA ADMINISTRASI RUMAH SAKIT STIKES PANTI KOSALA

Abstract
Latar Belakang: sejak diberlakukannya Sistem Jaminan Sosial Nasional (SJSN) dalam penentuan tarif pasien Jaminan Kesehatan Nasional (JKN) yang menganut sistem pengelompokan diagnosis dan prosedur (casemix), menjadikan sistem pengkodingan menjadi penting dalam penentuan tarif pasien. Untuk itu diperlukan petugas yang kompeten di bidang pengkodingan. Sebagai upaya melatih kompetensi pengkodingan maka Prodi Sarjana Administrasi Rumah Sakit di STIKES Panti Kosala memberikan pembelajaran pada mahasiswa melalui praktik klinik. Namun dalam prosesnya mahasiswa mengalami hambatan dalam melakukan pengkodingan. Untuk itu perlu dikaji lebih dalam faktor apa saja yang menajdi kendala koding pada mahasiswa. Tujuan penelitian ini adalah untuk mengetahui faktor kendala koding pada mahasiswa sehingga dapat didentifikasi solusi yang tepat untuk mengatasi hambatan tersebut. Penelitian ini merupakan penelitian deskriptif dengan desain kualitatif. Sampel dalam penelitian terdiri dari 5 informan kunci, 1 informan utama dan 1 informan tambahan. Analisis hasil penelitian dilakukan dengan analisis tematik. Hasil penelitian yang didapatkan adalah faktor kendala koding pada mahasiswa terdiri dari tulisan dokter yang sulit dibaca, diagnosis penyakit/tindakan tidak lengkap dan tidak spesifik, pengetahuan serta perbedaan penggunaan ICD. Kesimpulan faktor kendala koding bagi mahasiswa sebagian besar dikarenakan karena tulisan dokter sulit dibaca, diagnosis penyakit/ tindakan tidak lengkap dan tidak spesifik serta perbedaan panduan ICD yang digunakan institusi rumah sakit.

Background: since the implementation of the National Social Security System (SJSN) in determining the tariffs for patients covered by the National Health Insurance (JKN) who adhere to the diagnosis and procedure grouping system (casemix), the coding system has become crucial in tariff determination for patients. Therefore, competent personnel in the coding field are needed. In an effort to train coding competence, the Bachelor of Hospital Administration Program at STIKES Panti Kosala provides practical clinic learning to students. However, students encounter obstacles in the coding process. Hence, it is necessary to further examine the factors that hinder coding among students. The objective of this research is to identify the coding constraint factors among students so that appropriate solutions can be identified to overcome these obstacles. This research is descriptive with a qualitative design. The research sample consists of 5 key informants, 1 main informant, and 1 additional informant. The analysis of the research results is conducted through thematic analysis. The results of the study indicate that the factors hindering coding among students include illegible doctor's handwriting, incomplete and nonspecific disease/ procedure diagnoses, knowledge, and differences in the use of ICD. The conclusion is that the main factors hindering coding for students are largely due to illegible doctor's handwriting, incomplete and nonspecific disease/ procedure diagnoses, and differences in the ICD guidelines used by hospital institutions (International Classification of Diseases).
